Notice to Permanent Cosmetics

This notice serves to advise all applicants for licensure and licensees for a permanent cosmetic
practitioner must have completed the training and examination requirements at 16.36.9, subparts 12 and
13 NMAC to obtain or maintain licensure. Subpart 13, paragraph B states as follows:
Practical hours must be completed for each area of practice:
(1) eyebrow technique, 20 hours;
(2) eyeliner technique, 20 hours;
(3) lip technique, 20 hours;
(4) beauty mark and freckle technique, 10 hours;
It has come to the Board of Body Art Practitioner’s attention that some licenses have been issued for
permanent cosmetic practitioners who have not completed all practical hours under Paragraph B. The
Board lacks authority to issue licenses for permanent cosmetic practitioners who have not completed all
practical hours. As a result, the Board will require any licensee who received a license for a permanent
cosmetic practitioner but has not completed all practical hours under Section B to complete any such
additional hours necessary to maintain licensure by no later than December 31, 2025. The Board may
seek discipline against licensees who are non-compliant after December 31, 2025, pursuant to Section 61-
17B-16(8), NMSA 1978.

The Board of Body Art Practitioners is responsible for promoting a safe and healthy environment for body artists and customers. The board sets professional, training, safety, and sanitation standards to ensure the public receives quality services.

The board licenses and regulates the following license types: Tattoo Artists, Permanent Makeup Practitioners, Body Piercers, Scarification Professionals, Apprentice Sponsors, Apprentices, Guest Artists, Establishments, and Special Events.

The board also investigates complaints from members of the public and takes appropriate disciplinary action if the required standards were determined to have been violated.
