Carnival Ride Insurance Program
The Carnival Ride Insurance Act falls under the Regulation and Licensing Department.
The act certifies and regulates the carnival ride industry in New Mexico. The mission of the act is to ensure the health and safety of all citizens who ride carnival rides. All rides, inclusive of mechanical rides, aquatic devices, bungee jumping, etc., and all inflatables by rule and regulations, must be certified by a National Association of Amusement Ride Safety Officials (NAARSO) inspector. All documentation must be completed and turned in annually to Carnival Ride Insurance Program personnel, who certify each and every ride annually.
Is your bounce house or jumper certified safe?
All bounce house and inflatable operators in New Mexico must have a certificate from the Carnival Ride Insurance Program. Rides without certification pose a safety risk to those who use them.

There are rides that are excluded by the act, such as rides designed for children 12 and younger, including merry-go-rounds. An operator can have up to six of these rides before having to be certified by the act. Other types of rides not included in the act are playground equipment, coin-operated devices, or small promotional events.
Bounce House Safety Campaign
Bounce houses can bring a lot of joy. They can also be dangerous if mismanaged.
All bounce house and inflatable operators in New Mexico must have a certificate from the Carnival Ride Insurance Program. Rides without certification pose a safety risk to those who use them.
Those who operate unregistered inflatables may disregard safety by:
- Not having proper insurance to protect ride patrons in the event of an accident
- Ignoring yearly inspections that determine whether or not a ride is operating properly
- Operating in unsafe weather conditions like high wind or rain
- Not using the right safety equipment to keep inflatables in place

CERTIFICATION AND REQUIRED INSURANCE
Rides that must be certified are required to carry at least $1,000,000 of insurance per occurrence and at least $3,000,000 per aggregate against liability for injury to persons arising out of the operation of the carnival ride. No carnival ride can be operated before being certified by Carnival Ride Insurance Program personnel.
A minimum of 30 days is necessary to process ANY application. You may be notified if your application is incomplete or inaccurate. Any delays on your part mean delays in being able to process your application. When your application is complete, you will be issued a certificate.

- A Company Application
- The Location of Events Page – this is page 3 of the application
- Your Certificate of Insurance
- A NAARSO inspection for each ride
- A Daily Safety Log for each ride
- A $50 fee for each ride
All these items must be included before your certification/registration can be completed.
